It is submitted vide referred letter that  there is a HRTC Training program relating to “Works Zone Safety for Maintenance Operations” at Burhan on dated 15th January to 17th January 2014. In this regards undersigned intends to attend subject training as per following schedule:

Sub:         Approval of Engineers Estimate for Emergency Maintenance works of 
                 Redecking of  Sur Bander Bridge at Km -497 MCH, N-

A. Case History
                       It is submitted that the deck slab of subject bridge at Km MCH (N-10) was very poor and concrete of the slab was also severely deteriorated during April, May & June 2013. Resultantly many holes along with cracks have been occurred at Deck Slab. This severe condition of subject Bridge has already been conveyed at various times.

2.                     The monsoon rains have heavily down poured during July 2013 & resultantly flush flood water from a large catchment area has intruded the highway at this location.

3.                     Such flood flush water has heavily damaged such subject bridge slab, approach slab and caused failure of deck slab on dated 15th July,2013 as already mentioned through “Occurrence Report “vide  letter No.DD(M)/NHA/GWD/13/nil dated 16-07-2013. Furthermore,  the approach Embankment has been settled due to scouring and percolation of such flood water.(Photographs are more elaborating the site condition).

4.                     This failure/collapse of Slabs has caused suspension of traficullar vehicle. The road has been restored by constructing “Diversion” through engaging the local contractor M/s Muhammad
5.                     The structural expert Dr. Muhammad Iqbal has visited site and suggested for constructing new deck slab  as a replacement of old one. In this regard he has forwarded an Engineers Estimate vide letter No.CMI/NHA/ dated 10th attached at Annex-A.

6.                     The items are i) 510 Dismantling of structures and obstructions, ii) 401a1ii Concrete Class A1, iii) 4iii Concrete Class-A3, iv) 403ii Concrete Class-A3, v) 40f lean concrete, vi)  202 Aggregate Base under approach Slab, vii) 44b Reinforcement Grade- 60, viii) NSI Latex Modified Concrete(LMC, ix) High density PVC pipe 100 Ø for drainage etc. Furthermore, the maintenance cost of Diversion during the project completion is also included in this Estimate. 

A.    Estimated Cost
                       The estimated cost for above mentioned works is Rs. 7,241,901.00
B.     Schedule of Rates
                       The estimate is prepared based on CSR 2011.
C.     Period for completion Three months time period is recommended for completion of proposed works in all respects.

 7.               Administrative and financial approval may be solicited from Competent Authority for subject Emergency Estimated works of i) 510 Dismantling of structures and obstructions,                   ii) 401a1ii Concrete Class A1, iii) 401a3iii Concrete Class-A3, iv) 401a3ii Concrete Class-A3,             v) 40f lean concrete, vi)  202 Aggregate Base under approach Slab, vii) 404b Reinforcement Grade- 60, viii) Latex Modified Concrete(LMC), ix) High density PVC pipe 100ø  for drainage x) High density PVC pipes 29ø in approach slab xi) Bridge expansion joints including all accessories filler and sealant xii) pavement marking in reflective CR paint for lines of 15cm width  xiii) Repair damaged grouted abutment-1 etc amounting to Rs 7, 00

  JUSTIFICATION SCHEME IN BULLETED FORM


»          The subject Engineers Estimate is for Emergency Maintenance works of Re-decking of Sur Bander Bridge at km 496-497 MCH, N-10.

»          The subject 30m single span Bridge is about 25 years old and it was constructed prior to construction of present Makran Coastal Highway (MCH).

»          The existing deck slab was in extremely deteriorated condition.

»           The subject deck slab has been failed on dated 15th July 2013 due to development of crater holes at it.This failure has caused stoppage of trafficular vehicle at the subject location.

»           This necessitated for constructing diversion which made smooth running of trafficular vehicle at the subject location.

»           The structural expert Dr. Muhammad Iqbal has visited site and suggested for constructing new deck slab  as a replacement of old one.

»            In this regard an Engineers Estimate is made for Dismantling of existing structures (slab), Re-decking of subject Bridge slab, Granular Sub-base, Aggregate Base, DST, Dense Graded Hot Bitmac etc.
